i put all my plates on and its only 150lbs. after the first set its like i lose range of motion and the highest i can shrug my shoulders is 3/4 of how high they go during the first set. should i lighten the weight or is it okay that this happens?

Lighten the weight just a little bit. Also, just use your traps to get the weight up and not any hip or leg movemenet. Also, you will get really tired but still lighten the weight about 10 pounds. Remember, ROM (range of motion) and technique is more important than weight.
