I am 17, 5'10", and weigh 163 lbs. I wouldn't call myself overweight but I could stand to lose a couple of pounds. I run alot so I'm physically fit.
Problem is everytime I see a side view of myself I look big in the rib cage area. When I don't eat, my stomach will shrink but it seems like my chest always sticks out. Sometimes it appears smaller but that might be my eyes playing tricks on me. Could this be bloating/eating too much or do I need to lose more weight?

It's probably just because you have a big frame/ribcage. There isn't much you can do about that, except maybe try to make yourself look more proportional by weight training your legs, ass and arms. If you have a big rib cage why not try to make everything else bigger right? haha. No harm in that...just don't try to get fat or something unhealthy like that.
