I do 150 reps each arm with 30lb weights and 300 sit ups.
Is this enough to turn it into muscle?

150 reps weekly? daily?
If you are doing 150 curls per arm daily, I would say that you are overdoing it, especially if you do not have rest days. Remember that you build muscle during your rest periods, and if you are doing as many reps as you are, without adequate rest periods, you are going to tear muscle far more than repair it, meaning you wont gain a lot of muscle, and also damage your body. In all honesty, 60-100 reps daily per arm is plenty, especially with the correct diet and adequate rest. I hope you are doing more than just curls and situps. Our bodies are made to be balanced so you should counter your situps with exercises that target your lower back. Likewise, you need to do exercises to target your triceps as well to balance your biceps... they will look a lot better too.
