People think that if they gain weight either it's genetic or they need to eat less. I've seen studies that say Americans are so sedate that they can get obese without overeating. Why not consume a healthy number of calories - say 1500 per day - and then exercise more if you gain weight? I know it's a different approach to weight management but wouldn't this be the healthier way to go?

I'm not sure if I understand your question, but if you use more calories than you eat you should lose weight. Spare calories are usually stored as fat, so if you use these calories (as energy used doing exercise etc.) your body will not have any spare calories to make into fat.
