It doesn't matter as long as it is consisent. You only use at as a guideline to measure your loss/gain. What's more important is to use the same scale, at the same point in the day and no more than once per week.
You may go to the doctor and that scale may be 4 lbs different than your WW scale. Fitness isn't about a number though. I can see if everyone wore a shirt that had their weight on it, then you would want the lowest and most accurate number. More important and what IS visible to everyone is your body fat content.
